The last visit of our Human Resources French expert, Mr Jean Planet, on January 25-29th 2010, was used to present the final report to NSAU management and to hand over the booklet with all the instructions concerning the new HR policy to be implemented at NSAU.
This final report contained a brief description of the work done with its rationale, the results obtained, in line with mandatory results spelled out in the contract, and the recommendations for the next steps. Mr Eduard Kuznietsov, Deputy General Director, led the NSAU representation, made of Mrs Maryna Marakulina, former head of HR sector at NSAU (now working out of the Central Public Service Administration), Mr Volodymyr Kuzmin, present head of HR sector, Mr Oleksandr Melashenko and Mrs Iryna Stubaylo.

The last seminar on ESA knowledge took place at NSAU on January 20-21st 2010. It was opened by Mr Eduard Kuznietsov, deputy general director and was handled by Dr Olvia Drescher-Schwenzfeier and Mr Rainer Scharenberg, both from the German Aerospace Center (DLR). It gathered roughly 20 specialists essentially from NSAU with several department directors (Research, Space programs, Special Programs, Industrial Policy, International Relations, Economy and Finance), and allowed to finalize all the aspects of relationships of ESA with its members, the financing, the procurement and the geographic return aspects.

During the last mission of our Human Resources expert, Mr Jean Planet, an opportunity was given to share the experiences and to present the main results achieved in our HR component at NSAU to an audience of specialists from the Public Administration Central Office (Goloderjslujba), in particular to those involved in the Public Administration reform project.
Our expert, Mr Planet, from J.Planet Cabinet, explained the orientations of his work during two years, essentially the job descriptions and associated competencies, the recruitment, the training needs and annual centralized training plan, the mobility and careers and the new management. He described the work done with the sector of Human Resources of NSAU (essentially with Mrs Maryna Marakulina, head of the sector, and now working at the Goloderjslujba) and the results achieved. These orientations and results achieved at NSAU could lead the Public Administration Central Office to use NSAU as a pilot organization in their own project.

The seventh workshop on norms and standards took place at NSAU on December 16-17th, 2009. It was conducted by Mr Martin Pilgram, specialist in communication and Groundstations in the Space Operations and Astronaut Training section of the German Aerospace Centre (DLR). Mr Lev Semenov, head of section of Orbital complexes and certification of Rocket and Space techniques of NSAU led the Ukrainian team. The workshop was opened by Mr Eduard Kuznietsov, NSAU deputy general director and was attended by roughly 20 specialists in Standardization from various companies, including KB Yuzhnoye, Yuzhmash from Dnepropetrovsk, Khartron, Kommunar from Kharkov, Kievprylad, Radiozavod, Ukrkosmos... from Kiev.

A two-week internship on Human Resources took place from December 7th to 18th, 2009 in Paris at various French Ministries and at several governmental and private companies and organisations (Space institutions and banks). This internship was attended by two specialists from NSAU, Mrs Maryna Marakulina, head of Human Resources sector and Maryna Gerasymchuk, leading specialist in the department of Research. A translator was put at their disposal for optimum understanding and easier communication.

The eighth Steering Committee meeting was held at the National Space Agency of Ukraine (NSAU) in Kiev on December 15th, 2009. The meeting was opened by Mr Eduard Kuznietsov, Ukrainian project leader and NSAU deputy general director. Mr Jean-Claude Courteille and Dr Wolf Günther, State members project leaders, respectively for France (CNES) and Germany (BMWi), as well as Mr Rainer Scharenberg (DLR), coordinator for German short term experts participated to the meeting. Mr Michal Gorzynski, project manager represented the European Delegation, Mrs Olesya Tsykaliuk represented the Public Administration office (PAO) and Mr Vitaliy Kuchynskiy represented the ITO project. Mr Alain Thibault fom ADETEF (French financial assistance), Mrs Andrea Donath and Mr Leonardo Rasulo from GTZ (German financial assistance) as well as local project members, the RTA, Andre Moussine-Pouchkine, his Ukrainian counterpart, Alexander Melashenko and their respective assistants, Mrs Nataliya Kazmiruk and Mrs Iryna Stubaylo completed the attendance.
