PROJECT SYNOPSIS

Project Title: Support to Ukraine in the Field of Space
Sector: Space Industry

Background
As Ukrainian industrial potential in space activities is oversized for the domestic market, Ukraine is considering international cooperation, primarily, with Europe. To achieve this, the whole industry should be developed in line with the EU legal requirements and standards.
A successful Twinning project will enlarge the market and economic possibilities of Ukrainian space sector in Europe and open the door for new technology developments, spin-off benefits and technology transfers.

Overall Objective
To accelerate the approximation between Ukraine and the European Union in the area of space and to enhance legal, scientific, and industrial cooperation and development.

Project Purpose
To support Ukraine for its participation into the European research area and European space programmes, the development of its research and technological capabilities in the service of the economy and the society, and the approximation of its legislation and standards to those of EU.

Results
Main results will be produced in the areas briefly described below. In a policy design area, the practice of regular generation of annual activity report and identification of key enterprises and activities that will form the future space industry is to be established. In the area of legislation, the ratification of the Unidroit Convention and the Protocol will facilitate the financing of commercial projects ensuring an international protection for mobile equipment (mainly satellites) used in the international space initiatives. Furthermore, a new text of the Law of Ukraine On Space Activities (1996) will be drafted.
Enterprises management and organisation will be improved, as the main results in the area of the institution and capacity building. The commercialisation of space technologies, for example, using the Galileo project will provide precise positioning for various applications such as agriculture, transportation, environment, mapping, towns and roads development, and traffic management. Setting up of a Technology Transfer Centre will encourage the process of commercialisation of space technologies. The world competition in the space industry is to be considered with special attention and Ukrainian space companies need to will be better
prepared to face it in the context of the space enterprises restructuring. On the other side, awareness of European actors on Ukrainian space technologies will be raised with organisation of a symposium (in the partner MS or at ESA).

Activities
Most of project activity components include broad exchange with experience and knowledge between NSAU and MS space agencies/ESA in a form of training sessions, internships, workshops, seminars, study tours, and a symposium.
