A two-week internship on Human Resources took place from December 7th to 18th, 2009 in Paris at various French Ministries and at several governmental and private companies and organisations (Space institutions and banks). This internship was attended by two specialists from NSAU, Mrs Maryna Marakulina, head of Human Resources sector and Maryna Gerasymchuk, leading specialist in the department of Research. A translator was put at their disposal for optimum understanding and easier communication.

The eighth Steering Committee meeting was held at the National Space Agency of Ukraine (NSAU) in Kiev on December 15th, 2009. The meeting was opened by Mr Eduard Kuznietsov, Ukrainian project leader and NSAU deputy general director. Mr Jean-Claude Courteille and Dr Wolf Günther, State members project leaders, respectively for France (CNES) and Germany (BMWi), as well as Mr Rainer Scharenberg (DLR), coordinator for German short term experts participated to the meeting. Mr Michal Gorzynski, project manager represented the European Delegation, Mrs Olesya Tsykaliuk represented the Public Administration office (PAO) and Mr Vitaliy Kuchynskiy represented the ITO project. Mr Alain Thibault fom ADETEF (French financial assistance), Mrs Andrea Donath and Mr Leonardo Rasulo from GTZ (German financial assistance) as well as local project members, the RTA, Andre Moussine-Pouchkine, his Ukrainian counterpart, Alexander Melashenko and their respective assistants, Mrs Nataliya Kazmiruk and Mrs Iryna Stubaylo completed the attendance.

The second study tour within the ESA component took place in France from December 6th till 12th. An impressive delegation from NSAU and Industrial Enterprises was led by MM Eduard Kuznietsov and Sergey Zassukha, NSAU deputies general director, with three NSAU Department directors, MM Viacheslav Gusinin, department of Space Programs, Volodymyr Panchenko, department of Industrial Policy and Mrs Iryna Gorbenko, deputy director of department of Economics and Finance, three chief specialists of the International Relations department, Mr Oleksander Melashenko, RTA counterpart, Mrs Iryna Stubaylo and Ms Olga Stelmakh, and a representative of KB Yuzhnoye, Mr Oleksander Kushnar’ov, head of the Project complex. The group was driven by Mrs Anne Thieser, CNES, responsible for the component, Mr Jean-Claude Courteille, CNES, project leader and accompagnied by Andre Moussine-Pouchkine, RTA. Communication was ensured by Mrs Elisabeth Moussine-Pouchkine, CNES (CNES intranet and internet website, an interview of Mr Kuznietsov for Air & Cosmos, and for the French newspaper La Dépêche du Midi in Toulouse).

The sixth workshop on ECSS norms and standards took place at NSAU
on November 17-18th, 2009. It was conducted by Dr Andreas Jain, head of the Standardization department and responsible for quality at the German Aerospace Centre (DLR), Dr Andre LaCroix, head of Standardization at EADS Astrium in Germany and Mr Joachim Klein, from IABG consulting company. Mr Lev Semenov, head of section of Orbital complexes and certification of Rocket and Space techniques of NSAU led the Ukrainian team. The workshop was attended by roughly 20 specialists in Standardization from various companies, including KB Yuzhnoye, Yuzhmash from Dnepropetrovsk, Khartron, Kommunar from Kharkov, Kievprylad, Radiozavod... from Kiev.

A second seminar on ESA organization took place at NSAU (November 3-4th, 2009). The objective of this seminar was to give to NSAU and to other Ukrainian companies active in the Space area a good understanding of the ESA organization and working rules from the National Space Agencies perspective (CNES and DLR). A special attention was given this time to relations with the Space industries and to the case of Luxembourg as recent member of ESA. The seminar was opened by Mr E.Kuznietsov, deputy general director of NSAU.
