The fifth Steering Committee meeting was held at NSAU on March 13th, 2009. Due to the extension of the project
to 28 months (addendum n°2) this meeting was the mid-term review one and the Steering Committee had to review the activities of the last quarter (15/11/2008-15/02/2009) but also to assess and approve the results of the first year of activities.
The meeting was opened by Mr Eduard Kuznietsov, Ukrainian project leader and NSAU deputy general director. MM Pierre Frisch, and Wolf Günther, State members project leaders, respectively for France (CNES) and Germany (BMWi) participated to the meeting, as well as Rainer Scharenberg, coordinator for German short term experts. Mrs Tetyana Kovtun, director and Mrs Nataliya Kyrychenko represented the Public Administration office (PAO) and Mrs Tetyana Gaidarenko represented the ITO project. Mrs Daniela Bergelt from GTZ (German financial assistance) as well as local project members, the RTA, Andre Moussine-Pouchkine, his Ukrainian counterpart, Alexander Melashenko and their respective assistants, Inna Martin and Irina Stubailo, completed the attendance.

After having completed the exploratory and inventory phase of his contribution to the Human Resources component, our expert, Mr Jean Planet, presented his interim report to the NSAU management on March 4th, 2009.

The third seminar on Legislation took place at NSAU on February 26-27th, 2009. This seminar was devoted to the
legal aspects of remote sensing activities (GMES) and the export control of remote-sensing datas. Pr. Philippe Achilleas, professor at the University of Paris Sud II, director of the Institute of Space & Telecommunications Law (IDEST), Dr Bernhard Schmidt-Tedd, head of the Legal department of the German Aerospace Centre (DLR), Pr Nataliya Malysheva, deputy director of the International Center of Space Law and Dr Daniela Niessen from DLR were the speakers on the first day. Mr Griesbach from RapidEye Gmbh, Mr Kapustin of the State Enterprise "Dniprokosmos" completed the speaker team on the second day. The seminar was opened by Mr Eduard Kuznietsov, deputy general director of the National Space Agency of Ukraine.

Our Twinning short term expert, Dr Bernhard Schmidt-Tedd, head of the Legal department at the German Aerospace Center, presented the German law on Earth remote sensing to the students of the Institute of International Relations (Kiev National University Shevchenko). This lecture, attended by 50-60 students (4th year) from the International Law section, was organized by Dr Alexander Nikolaevitch Grigorov, professor at the Institute, privatdozent of the Chair of International Law.

(Space Inform) By decree of the Cabinet of Ministers (n°129 of February 11th, 2009) Mr Alexander Alexeevitch Zinchenko was appointed General Director of the National Space Agency of Ukraine (NSAU), in replacement of Mr Yuri Sergueevitch Alexeev, retired.
Born in April 16th, 1957 in Slavuta (Khmelnitsk.obl.), Dr Alexander Zinchenko holds a candidate degree in physico-mathematic sciences from Chernovistky University and a diploma from the Russian Academy of Social Sciences (Politology). Involved in numerous companies at highest positions, he was the general director of TV Corporation (channel "INTER") from 1995 to 1998. Deputy at the Ukrainian Parliament (1998-2002), where he held the position of vice-speaker of the Rada, secretary of State where he headed the Administration of the President of Ukraine (2005), adviser to the President (2006-2008).
