Mr Alexander Zinchenko, the new General Director of the National Space Agency of Ukraine (NSAU) participated last April 1st in Kiev to our second Earth Remote Sensing (GMES) seminar. He listened to several European presentations, among which the presentation of Mr Hartwig Bischoff on the opportunities for EU non-members countries to participate in the GMES program under the 7th framework program (FP7). He gave an overview of the Space situation in Ukraine and how it should evolve in the proximate future.

The second two-day seminar on Earth Remote Sensing took place early April (1-2nd) in Kiev. Following the recommendations and the proposals formulated at the previous seminar held last November the conference was articulated around two themes: land monitoring and disaster management. The seminar was open by Mr Eduard Kuznietsov, deputy general director of the National Space Agency of Ukraine (NSAU) in presence of Mr Hartwig Bischoff from the Directorate Enterprises and Industry, in charge of Space Research and Development, European Commission and Dr Oleg Fedorov, director of the Research department of NSAU and director of the Space Research Institute (SRI). They were joined in the morning by Mr Alexander Zinchenko, General director of NSAU. The German Aerospace Center was represented by our Twinning experts MM Ulrich Huth and Arndt Langner and by MM Gunter Schreier, Head of the German Remote Sensing Data Center and Holge Maass, Head of the Neustrelitz Center. The European Environment Agency (EEA) was represented by Mr Tomas Soukup and the German industry was represented by six companies (Infoterra, RapidEye, Gaf, Euromap, Werum and Sertit)

A seminar dedicated to "Space Weather" was organized at NSAU on March 31st, 2009 between an European delegation, made of Mr Hartwig Bischoff, EC, MM Gunter Schreier and Holge Maass, DLR and MM Ulrich Huth and Arndt Langner, ex DLR, Twinning experts and a strong Ukrainian representation, led by Dr Oleg Fedorov, with representatives of leading Space Research institutes (Institute of Radioastronomy, Kiev, Lvov and Kharkov Space Research Institutes, Institute of Ionosphere, Kharkos Research and Production Center and Kiev National University). Overall 15 participants presented the state of knowledge in Ukraine and a very fruitful discussion took place. Ukraine is invited to participate to the Interstate structure of the European Cooperation in Science and Technology (COST) in the Direction Space Weather, and the German DLR representatives proposed to establish a joint Ukrainian/European consortium supported by the DLR on "Space weather" to respond to the 3rd Space tender call of the 7th framework program (FP7) in July 2009.

A second training on European Norms & Standards took place at NSAU on March 23-25th, 2009. It was led by Dr Andreas Jain from the German Aerospace Centre and Dr Andre LaCroix from EADS Astrium. This seminar covered the Development of Standards and Quality Management Standards (QMS). Roughly twenty persons attended the two day seminar. Mr Lev Semenov from NSAU led the Ukrainian side.

An interim report on Industrial redeployment was presented to NSAU management on week 12 (March 16-20th, 2009). by the two German experts in charge of this component, Mr Klaus Berge and Mr Achim Zickler. This report reviews the present situation and articulates several propositions for the future. It was considered as a good working document by E.Kuznietsov and V.Krivenko deputy general managers of NSAU, and will be presented to the general manager A. Zinchenko, although the propositions were not perceived as fully elaborated. A working group was set up to work on the proposals.
