BOOSTING UKRAINIAN SPACE COOPERATION
WITH THE EUROPEAN UNION

A two-week internship on Industrial Policy took place in Germany from May 4th till May 15th, 2009 for two Ukrainian specialists. Mr Dmytro Nykon, deputy director of the Marketing department of the Yuzhmash Company and Mr Alexander Melashenko, chief specialist at the NSAU department of Internationals relations and RTA counterpart in the Space Twinning project.
They were given the opportunity to visit various German organisations from the Ministry of Economics and Technology to major commercial companies such as EADS Germany and Kayser-Threde, as well as various entities depending from the German Aerospace Center (DLR) and to meet/discuss with local managers about their structure, strategy, missions and connections with the Space area.

The fourth seminar on Space Legislation took place at NSAU on April 21st, 2009 (Export Control) and April 22nd, 2009 (Intellectual Property Rights). It was opened by Mr Eduard Kuznietsov, Deputy General Director of NSAU in presence of 15 Ukrainian specialists.
The seminar was handled by two specialists from the French Space Agency (CNES), experts in Export Control (Mrs Marie-France Murphy from CNES Headquarter) and in Intellectual Property Rights (Mrs Antoinette Mognetti from CNES Toulouse). On the Ukrainian side the State Service of Export Control of Ukraine made a presentation on the Ukrainian export control and Mr Pilkov, from the International Space Law Centre made a presentation on the IPR situation in Ukraine. Both subjects being sensitive they generated numerous interesting questions and discussions.

The third workshop on Norms and Standards took place on April 28-29th, 2009 in Kharkov. The workshop was hosted and opened by Mr Igor Butenko, Deputy Technical Director of the State Joint Company Khartron, in the Conference Room of this Company.
Dr Andreas Jain, from the German Aerospace Centre (DLR) and Mr Wolfgang Gericke, from EADS Astrium, were the experts in charge of this workshop. Mr Alexander Melashenko represented the National Space Agency of Ukraine (NSAU).
The programme covered the Quality Management Systems (QMS) of European Norms ECSS.

After one year of intense activity the project reached its mid-term and there is a need to report the results achieved to the Authoriries and Ukrainian stakeholders. A mid-term event was organized on April 23rd, 2009 in the PAO Main Conference room.
The meeting was opened by Mr Eduard Kuznietsov, project leader and deputy general director of NSAU in presence of Ambassadors, Government and Central Administration representatives, NSAU General Director and other representatives of NSAU top management and of the Space area, all Ukrainian stakeholders, CNES, BMWi and DLR and twinning project representatives.
The first part was devoted to opening speeches. Mr Alexander Zinchenko, general director of NSAU, gave an overview of the Space programme in Ukraine (budget situation, governmental support), followed by HE José Manuel Pinto Teixeira, ambassador and head of the European Delegation to Ukraine, HE Jacques Faure, ambassador of France to Ukraine, HE Hans Jürgen Heimsoeth, ambassador of Germany to Ukraine, Mr Timofei Motrenko, head of the Main Department of Civil service of Ukraine. This part was concluded with speeches from Mr Jean-Pascal LeFranc, Head of the European Affairs at CNES and Mrs Cornelia Reiss, Head of the International Relations at DLR.

A one-week study tour in Germany/The Nederlands was organized in the frame of our twinning project, within the component 3.2 (AICB2) for a group of eight specialists. The objective of this study tour was to visit the various ESA and DLR sites in Germany (Oberpfaffenhofen, Darmstadt, and Köln) and in the Netherlands (ESTEC Noordwijk) and meet with responsible persons.
