The fifth workshop/seminar on the 7th Framework program (FP7) took place at NSAU on October 21-22nd, 2009. It was opened by Mr Eduard Kuznietsov, NSAU Deputy General Director and Twinning project leader.

This workshop is the second (and last) one of a second serie of two workshops set up to prepare the 3rd FP7 Space call issued on July 30th, 2009 with a deadline fixed on December 8th, 2009. It was handled by four Twinning experts, Celine Bouhey-Klapicz, space contact point at the French Space Agency (CNES), Claudia Lindberg and Marc Jochemich, space contact points at the German Aerospace Centre (DLR) and Paul Jamet, coordinator for contact points in France at the French Ministry of Higher Education and Research. The participation (over 25 persons from different organisations, institutions and enterprises) was extremely active and one can measure the evolution of the Ukrainian side in terms of participation, preparation and general knowledge about FP7.

Two working groups were gathered at NSAU on October 15th and 16th to conclude on two important issues related to Human Resources:
- achieving a Training Programme - a major stake for NSAU (annual training plan)

- a professional career path based on acquisition of diversified expertises (mobility)
A position document will be presented to NSAU management who will decide on further steps. Results will be also presented to PAO in relation to the ongoing project on the reform of the Civil Service.

The seventh Steering Committee meeting was held at the National Space Agency of Ukraine (NSAU) in Kiev on October 6th, 2009. The meeting was opened by Mr Eduard Kuznietsov, Ukrainian project leader and NSAU deputy general director. Mr Jean-Claude Courteille and Dr Wolf Günther, State members project leaders, respectively for France (CNES) and Germany (BMWi) participated to the meeting. Mr Michal Gorzynski, project manager represented the European Delegation, Mrs Nataliya Kyrychenko and Mrs Olesya Tsykaliuk represented the Public Administration office (PAO) and Mr Vitaliy Kuchynskiy represented the ITO project. Mrs Andrea Donath and Mr Leonardo Rasulo from GTZ (German financial assistance) as well as local project members, the RTA, Andre Moussine-Pouchkine, his Ukrainian counterpart, Alexander Melashenko and their respective assistants, Mrs Nataliya Kazmiruk and Mrs Iryna Stubaylo completed the attendance. Mr Anatoliy Shanchuk from the EU Monitoring program was invited as an observer.

Satellite Navigation (Galileo) seminar in Evpatoria September 22-23rd, 2009
An all Ukrainian Satellite Navigation seminar was conducted in the frame of the Twinning project "Boosting Ukrainian Space Cooperation with the European Union" in the National Space Facilities Control and Test Center in Evpatoria (Crimea) on September 22-23rd, 2009. This seminar focused on the European Galileo project and its extension Egnos on the Ukrainian territory in preparation of the 2012 events. Mr Pieter De Smet, from the EU Directorate-General for Energy and Transport, EU Satellite Navigation Programs, Mr Franz Schlude and Dr Schroth from DLR and Mr Thorsten Rudolph, in charge of the ESA SatNav business incubator, were the experts and guest-speakers from the European side. The Ukrainian participation included all the players in Satellite Navigation, from Space Research (National Space Agency, various Research Institutes and organizations) to Business Applications (involved Ministries and institutions, various organizations and active companies and equipment suppliers). The seminar was opened by Mr Eduard Kuznietsov, NSAU deputy general director and by Mr Wladimir Tkalich, head of the State department of Geodesy, Cartography and Cadastre.

The 9th annual Space Research Conference took place from August 30th till September 5th at the National Control
and Testing center in Evpatoria. This conference is traditionnally organized jointly by the National Space Agency of Ukraine (NSAU), the National Academy of Sciences of Ukraine (NASU), the Institute of Space Research (SRI) and the NationalSpace Facilities Control and Test Center (NFCTC).
The NSAU delegation was led by Mr Dimitri Piaskovsky, First Deputy General Director, the NASU was represented by Mr Iaroslav Yatzkiv, Deputy President of the Space Research Council, the SRI by Mr Oleg Fedorov, director and the NFCTC by Mr Stanislav Malevinsky, director. Our Twinning project was represented by its RTA, A.Moussine-Pouchkine.
